About eBCMs‏
e-(energy/electronic) Billing & Consumer Management System (eBCMs) is a refined web-enabled system for total management of Consumer Service Connections in Lakshadweep. This is a G2B, G2C application seamlessly operational since July 2007 for the department of Electricity. It’s an MIS that systemizes the total functionalities and business processes with regard to a Consumer Service Connection, from its connection request point to Deactivation in a work-flow automation model. Major business processes include Consumer Registration, Service Connection Establishment, Monthly and periodical Consumer Billing, Service Connection Fault Rectification and Consumer Disconnection/Deactivation.

POWERLAK Major Milestones
• SANDES, the GOI instant messaging App integrated with POWERLAK in May 2022. Now all messages go to customers thru SANDES account also alongside SMS
• Bill Porting Services & Consultancy Reports created (Jan 2022)
• POWERLAK BBPS payment services are now (Dec 2021) made available in BHIM App, Gpay, PayTm, MobiKwik, AmazonPay, PhonePe, CandiApp, Yono etc.
• SMS DLT made template compliance implemented on 1Apr2021 (80+ templates registered)
• SMS-DLT integration launched in Jan 2021
• BBPS Launched Dec 2020
• NICCI NIC Chatbot intelligence was launched 14th October 2020
• Menu format and structure changed and tested July 2020
• Name change service for legal heirs with online application and processing integrated in July 2020
• In ReaderApp current-pendency-list for impending reading introduced in September 2019 to help readers to keep thirty day reading cycle
• Door-Lock alert as SMS introduced in August 2019. This SMS will enable consumer to contact meter reader for repeat-reading
• CGRF order based bill Withhold/Amendment services released in July 2019
• ‘POWERLAK AdminApp’as a minor simulation of eBCMs tested in Feb-March 2019
• PFMS collection services for Govt. consumers introduced in Jan 2019
• POWERLAK Version 2.0 POWERLAK Workflow is changed from ‘self-reading’ mechanism to ‘Department Reading/SPOT Reading’ w.e.f 1st Oct 2018. Accordingly billing services are changed from current-month billing to pre-prepared previous-month billing.
• POWERLAK ReaderAPP introduced for 100% consumer readings in Aug 2018. The app reads the geo-tagged readings from consumer premises and sync the same with server with geo-tagging.
• ‘POWERLAK ReaderApp’ introduced for surprise check readings in Feb 2018. The app reads the readings from consumer premises and sync the same with server.
• ‘POWERLAK Services’ android mobile app for consumer population launchedon 15 August 2017. mPayment incorporated.
• Consumer complaints mechanism re-engineered 2017.
• Yearly Security Deposit Review and SDD collection and SDE disbursal introduced in April 2017(Posted in June)
• Security Deposit interest disbursal mechanism introduced in 2016
• E-Payment servicesstarted in February 2015
• Portal & EBCMS thoroughly revamped and rechristened as POWERLAK 1.0 was launched introducing online services like online applications for Service Connections and subsequent workflow for all services during 2014 March. SMS services and e-mail services were integrated
• Major Workflow change implemented in 2013 with govt. consumers also using self-reading
• EBCMS Consumer facilitation portal launched in 2008 January
• First Launched in 2007 July as EBCMs Energy- Billing and Consumer Management System with self-reading for private consumers and department reading for govt. consumers. Was launched all sub-divisions in one go.

2023 ജൂലൈ മാസം മുതല്‍ TEMPORARY കണക്ഷനുകളുടെ WORKFLOW മാറിയിട്ടുണ്ട്. CONSTRUCTION ആവശ്യങ്ങള്‍ക്ക് മാത്രമേ 30 ദിവസത്തില്‍ കൂടുതല്‍ ഉള്ള കണക്ഷനുകള്‍ അനുവദിക്കുകയുള്ളൂ. അവ 365 ദിവസത്തേക്കായിരിക്കും നല്‍കുക. എപ്പോള്‍ വേണമെങ്കിലും PREMATURE CLOSE ചെയ്യാവുന്നതാണ്. ബില്ലിംഗ് മാസടിസ്ഥാനത്തില്‍ ആയിരിക്കും. ഒരു തവണ ബില്‍ അടക്കാതെയിരുന്നാല്‍ അടുത്ത തവണ അരിയര്‍ ഉള്‍പ്പെടെ ഡിസ്കണക്ഷന്‍ നോട്ടീസ് നല്‍കുന്നതും അടുത്ത 20ന് അകം ബില്‍ അടച്ചില്ലെങ്കില്‍ പൂര്‍ണ്ണമായും ഡിസ്കണക്റ്റ് ചെയ്ത് ഫൈനല്‍ ബില്‍ നല്കുന്നതുമാകും. ഇത്തരം പണമടക്കാതെ പുറത്താകുന്നത് ഭാവിയിലും ടെംപററി കണക്ഷനുകൾ ലഭിക്കാതിരിക്കാൻ കാരണമാവാം. ഡിസ്കണക്റ്റ് ആയ ടെമ്പററി കണക്ഷനുകള്‍ ഒരു തരത്തിലും റീ ആക്ടിവേറ്റ് ചെയ്യാന്‍ കഴിയില്ല. കൻസ്ട്രക്ഷൻ കണക്ഷനുകൾ ആവശ്യമെങ്കില് 90 ദിവസത്തേക്ക് EXTEND ചെയ്യാൻ അനുവദിക്കുന്നതാണ്. എന്നിരുന്നാലും മൊത്തത്തില്‍ 2 വര്‍ഷത്തിനു മേലെ EXTEND ചെയ്യാന്‍ അനുവദിക്കില്ല
